Fox E report: Monroe wastewater plant gets $10.5 million upgrade

Crews lifted a 15,000-pound piece equipment out of Monroe's Wastewater Treatment Plant.
   
Fox 2 cameras were allowed inside and shot the slow and painstaking process in which the large machine was suspended in midair and safely lowered to the ground.

It is all part of a $10.5 million facility upgrade that's currently underway.

"This facility has a lot of the original plumbing from 1935," said Barry Laroy, director of water and wastewater Monroe. "It had various improvements throughout the years and we're at the point now where we needed to look at our energy plan.

Johnson Controls was selected to come up with a plan to make the facility more energy efficient.

The plant collects and treats sewage - and cleans it - before it's discharged into Lake Erie. With upgrades it will save more than $12 million over 20 years in energy costs, which is enough to fund the project.

"It won't require additional increases in rates beyond what we already have projected, said Dan Mack of Johnson Controls.

Upgrades include replacing all the boilers at the plant as well as heating, piping, insulating  and lighting.

Johnson Controls did something similar - on a much larger scale - at New York's famous Empire State building.

More than 6,000 windows were replaced  plus heating and cooling upgrades, which will save $4 million a year.

Monroe's project also includes weather proofing and rebuilding mechanical systems.

The huge undertaking will take more than two years to complete and all the work is expected to be finished in May, 2016.

The project was paid for with long-term, low-interest bonds.

The plant also received $53,000 in rebates from DTE Energy, with a guarantee that  Johnson Controls will pay the difference if the estimated energy savings is not realized.
