(WJBK) - The police chief in the Detroit suburb of Inkster has resigned in the wake of the slaying of a 2-year-old girl in what investigators say could have been a retaliatory attack for an earlier shooting.

Chief Hilton Napoleon announced his decision effective Friday in a letter after more than three years on the job. In the letter, Napoleon said he's been working under "extreme" conditions and the "lack of resources and adverse working conditions has taken its toll."

Napoleon says the July 1 slaying "makes my decision that much easier."

The department in the cash-strapped city has about 25 officers, nearly a third of what they had three years ago. Napoleon earlier asked the Wayne County sheriff's department to take over his department's work. He's the brother of Sheriff Benny Napoleon.

Inkster Police Chief Hilton Napoleon submitted a letter of resignation to the city manager Thursday.

Fox 2 obtained a copy of the letter from the City of Inkster, which reads:

Richard Marsh
City Manager
26215 Trowbridge
Inkster, MI 48141

Dear Mr. Marsh:

Over the past three and one half years, I have been working under extreme working conditions. The lack of resources and adverse working conditions has taken its toll on me. Additionally, the recent senseless murder of a two year old baby makes my decision that much easier. It is my decision at this time to tender my resignation from the Inkster Police Department effective Friday, July 11, 2014.

It was an honor and a pleasure to serve the many wonderful people of the City of Inkster.

Sincerely,
Hilton Napoleon

For kids trying to be fashionable -- and parents looking to keep it affordable -- there's the Ocean County Hunger Relief Warehouse in Toms River, New Jersey. It's basically a huge thrift shop.
