Some homeowners in Southend want to develop their neighborhoods. They've gone to city council looking for ways to encourage the number of renters in the area, to invest their money and buy a home.

Richard Bilger has owned a home in that area since the 80's. He remembers when it had a true neighborhood feel to it. Now, with all of the apartment high rises popping up along the light rail, he says there is a large need to people to buy homes, and expand the neighborhoods.

Council woman Vi Lyles believes neighborhoods like the Southend can grow, and still maintain a neighborhood feel. She says renters should consider investing in property, and thinking about being long term residents.
