The Philadelphia Fire Dept. confirms that no injuries have been reported, and they have accounted for all of the construction workers at the scene.

The building did partially collapse onto Third Street.

The building was being demolished to make way for a CVS Pharmacy and 59 new apartments at the corner of North 3rd and Market streets. The project is by Alterra Properties and the $20-million project is being done on 10 properties.

David Neff, a representative for the owners of the limited partnership at 259 E. Market St., told FOX 29's Jeff Cole: "Everything was done in accordance with L&I (the Department of Licenses & Inspections) and with the fire department's understanding. Both organizations knew about what was happening, and it was done in a planned out, very calculated way to make sure that public safety was maximized."

Neff added that demolition has been going on for several weeks, and it's continuing to go on "with public safety being maximized."

"The building here was originally going to be restored to its historic specifications. But once they got in there, they realized it was dangerous and it had too many structural issues. So, the best, the safest thing to do was to demolish the building and start from the ground up."

But a supervisor later told FOX 29's Chris O'Connell that a controlled demolition "didn't go as planned."
