Metro Detroit's county executives gathered Monday to put the brakes on proposed changes to Michigan's no-fault insurance law.

Some want to put a cap on the state's unlimited medical benefits for car accident victims. County leaders Bob Ficano, Mark Hackel and L. Brooks Patterson say the cap would financially devastate car accident victims and their families.

But FOX 2's Tim Skubick has a behind the scenes look at the conference.

For about two years the Republican leadership in the Michigan House has been trying, unsuccessfully, to revamp Michigan's no-fault law.

Macomb County Republican Representative Peter Lund has been leading the proposed change. When he learned Macomb County Executive Mark Hackel was going to attend the Monday news conference in disapproval of the latest proposal, Lund made a phone call.

Hackel says Lund was apparently not happy and then proceeded to suggest that he stay away from the news conference or "risk not getting anything out of Lansing in the future."

"He did make some mention that my being there would cause a problem for me getting anything out of Lansing in the future, and that was very concerning to me and inappropriate at best. ... I don't know if it was a threat or not but very inappropriate at best," Hackel says.

Rep. Lund explains he was merely sharing some advice on how to make friends in Lansing to get things done and wading into the no-fault issue was not a good idea.

"It's not a good idea to come out for an issue like this and expect to be making friends in Lansing. I'm sorry Mark took it the wrong way; it was more of a piece of advice," says Lund.

Hackel says was surprised by the phone call and felt Lund was "holding something over my head" if he went to the news conference.

He went anyway.

Michigan is the only state that mandates drivers buy a lifetime medical benefit as part of their no-fault car insurance policy.

Making New York City more energy efficient

More than half the population of New York City rides public transportation to work. No other metropolis in this country even approaches that percentage or the MTA's total number of riders. For that reason, New York likely ranks as the most energy-efficient city in the nation. But what would it take to make the city even more energy-efficient or even self-sufficient?
