Drone/UAV flying: Is it legal? Is it safe?

Drones just aren't for the U.S. Air Force, the Border Patrol, or the CIA anymore. The technology is now available for everyone. Most hobby stores sell them starting for around $500 up through a few thousand dollars. But is it safe or legal for just anyone to buy a drone and just start flying it with no instruction or training?

PHOENIX (KSAZ) -

It's been called the world's most perfect puppy -- a breed of dog that supposedly never loses its puppy face.

The Arizona breeders have consulted geneticists and reproductive veterinarians to create the dog and people are paying thousands of dollars for the puppies.

"He's been perfect from the moment we got him.  Perfect," said Fran Haegele.  She says she wouldn't trade her Cavapoochon named Benson for the world.

"He's part of our family. He goes everywhere with us," she said.

A Cavapoochon is a mix between three breeds: a Cavalier King Charles Spaniel, a toy Poodle and a Bichon Frisé.  The goal: a smart, small, healthy, gentle dog that has low to no shedding coats and a puppy face that some say they will never outgrow.

"He's a great size.  He travels well and he's just painfully cute," said Haegele.

Haegele got Benson from Steve and Linda Rogers who own Timshell Farm in Pine, Arizona.  There, they breed the dogs.

The Rogers have worked with a geneticist and reproductive veterinarian to create the breed that they describe as sparkly, sweet teddy bear puppies.

Haegele says she researched and visited the farm in advance.

"I was most concerned that I was not buying a dog from a puppy mill.  As long as the dogs are treated well and the mother and father dogs are part of the family and loved as well and not just breeding stock which that's not the case here, that's very important to me," she said.

Citing health reasons, the Rogers wouldn't do an on-camera interview with FOX 10 for the story or let us see their breeding facility, but they e-mailed us, stating they were responsible breeders, looking out for the health of the dogs.

"The really good breeders are going to be doing genetic testing so that way, they know what's not in those lines," said Brad Jaffe of Dogological Training.  He's trained many dogs from Timshell Farms.

"All the Timshell dogs, whether Cavapoochans, Cavapoos.. they've all been very, very, very healthy.  They're wonderful dogs.  They're social, they're sweet," he said.

The Cavapoochons aren't cheap.  The Rogers sell the puppies for more than $2,200 a piece.

"It's obscene and I would have to tell you that anybody who did this was out of their mind or had too much money or both, but in this case, he has been perfect, so we're glad," said Haegele.

But some say why spend that kind of money when you can come to Maricopa County Animal Care and Control.  That has the second highest intake in the nation or find a mixed breed of your choice at an animal rescue for a fraction of the price.

"Sort of the joke is on the consumer with the amount of money people are willing to pay for a mixed breed dog," said Heather Allen, President of HALO Animal Rescue in Phoenix.

Allen says they have plenty of mixed breed dogs.

"We think she's a mix between a Cairn Terrier and a Chihuahua, so we were saying is she a Terichuahua, but you know, whatever, you can come up with that makes it sound fancy."

Haegele has had rescue dogs in the past, but says her perfect puppy Benson is worth every pretty penny.

"It's a designer mutt, but they're pretty good dogs," she said.

The American Kennel Club does not recognize Cavapoochons as a new breed because they are a mix.
