Detroit Mayor Bing after bankruptcy ruling: People will feel pain

DETROIT (AP) -- Detroit Mayor Dave Bing says there is "going to be a lot of pain" for people following a judge's ruling that the city is eligible to fix its finances in bankruptcy court.
 
Bing spoke to reporters Tuesday following the decision from Judge Steven Rhodes.
 
Bing says there are "going to be a lot of negotiations yet to come," but the city needs to get bankruptcy behind it.
 
Bing says work continues to improve quality of life for Detroiters, including quickening police and fire response times. He says more improvements will become reality in 2014.
 
The ruling clears the way for the city to come up with a plan to shed $18 billion in debt. It comes four months after Detroit sought Chapter 9 protection.
