Three Suspects Charged In Man's Murder And Dismemberment

Posted: Updated:

Less than a day after investigators left a Center City apartment building with boxes and bags of evidence, the mystery behind the murder and dismemberment of 40-year-old Frank Zarzycki  was solved.

"What started out as a planned robbery escalated to a murder by suffocation. And ended with his body being chopped up, bagged up and thrown into the river," said Homicide Captain James Clark at a 3:30 p.m. press conference.

Zarzycki's headless and limbless torso was pulled from the Schuylkill River in Grays Ferry by police on Tuesday morning. With help from the victim's family, homicide detectives quickly traced the Bucks County loan officer's trail to the apartment building on the 200 block of 11th Street. He was seen on surveillance tape entering with a woman.

"He was there ... for prostitution," Clark explained. "He frequents there. He's been there before and I think they came up with the plan knowing he was coming there."

Clark says that when Zarzycki's encounter with the two prostitutes, Angel Weston and Stephenie Foulke, turned into a robbery, he was then killed by 34-year-old Keith Tolbert. Detectives believe Tolbert used a hatchet to dismember Zarzycki in the bath tub.

"He's tazered, he's beaten and he's suffocated," Clark added.

Zarzycki's family had searched for him for days near the apartment building, handing out fliers and reporting him as a missing person. Family members did not want to speak with FOX 29 when we went to their Northeast Philadelphia home on Thursday. Residents at the apartment building expressed their sorrow.

"I feel so bad and sorry that he lost his life. I definitely feel bad and sorry for the family," said Frederick Washington.

Detectives and crime scene investigators are still searching the apartment bathroom at this hour for blood, while detectives continue questioning suspects at police headquarters.

Detectives are also looking at similar crimes, men being robbed by prostitutes, to see if the suspects may have been involved in those crimes.
