FLORENCE, Ariz. -

A 2-year-old drowned in a pool while her mother and two other adults were in the pool with her. The question everyone has been asking is, how does this happen?

We are getting a clearer picture of what went on at that community pool in Florence -- how that child fell in unnoticed, and we're hearing from a teenager who tried to save the 2-year-old's life.

A pink blanket and teddy bears form a makeshift memorial outside the Magma Ranch Community Pool in Florence.

"Breaks my heart that there has to be one," says Jennifer Garcia.

Tuesday night, a 2-year-old girl drowned in the pool here. Many, who didn't know the child, stopped to pay their respects.

"I don't need to know the little girl, I don't need to know who she was in order to care. She was somebody's baby and I'm sure they didn't mean for it to happen."

Investigators say the mother of the little girl, 20-year-old Stacie Rubianes, was at the pool with friends and other children and didn't see the 2-year-old little girl wander away.

"Her mom was just pacing around crying saying my baby, my baby," says Lee Porter.

Porter, an assistant Boy Scout master, was helping five 11-year old Boy Scouts with swim safety at the pool Tuesday night. He brought his friend Jordan Cook, who's CPR certified.

They were there when the 2-year-old was found floating near the steps of the pool.

"Another dad, another man pulled a girl out of the water and said she's drowning, she's drowning, where's her mom!"

It's unclear how long the little girl was underwater.

"We couldn't get a pulse," says Cook.

Jordan started CPR.

"I could hear chaos going around, I wasn't even in that worldly state of mind, I was more in lifesaving rescue, help this girl out, state of mind," says Cook.

Deputies took over CPR. The little girl was airlifted to the hospital where she later died.

"I'd like to believe God knows us better than we know ourselves and she'll be taken care of," says Porter.

Jordan says he kept up his CPR certification ever since he watched his friend drown in a tubing accident when he was in 8th grade.

The Pinal County Sheriff's Office in investigating and will forward the case to the county attorney's office for review.
