    Charles Pugh is accused of having an inappropriate relationship with a teenage boy that he was mentoring. The teenager's mother is filing a lawsuit against Pugh, the City of Detroit and the Detroit Public Schools.

DETROIT (WJBK) -

"As it stands right now we don't know that president Pugh has committed any crimes. As it stands right now there has been no evidence of malfeasants."

Saunteel Jenkins, today becoming the interim leader of the Detroit City Council. She's now sitting in the seat where we usually see Charles Pugh.  Jenkins is the acting president because Gary Brown wasn't at today's meeting.  Usually he would fill Pugh's seat.  

"While the President is not here and the President Pro Tem, the next ranking member at this point, takes on another role that leaves me as the third highest vote getter." Jenkins said.  

Pugh, hasn't been heard from or seen in days.  Not even his fellow council people have a clue as to where he is.

Ken Cockrel Jr. said, "If there was nothing untoward here and you don't have anything to hide, why be bunkered down? The problem is when you disappear, it really starts to fan the flames and creates the perception that maybe he really did do something wrong."
 
Pugh asked for 3-4 weeks of sick leave. That request was denied by Detroit's top boss Kevyn Orr, the emergency manager.  He was told how up to work or lose your paycheck and your power. That order from the EM coming down today. 

The requested absence comes on the heels of allegations from the mother of a now 18-year-old who is alleging Pugh gave her son gifts and money without her knowledge.  But it's the text messages, not gifts that are said to have been exchanged that are causing the most concern.

"It was like a Penn State situation. There was an authority figure who went into a school and used his authority to, and I'm not talking about sexually, but with absolute certainty to seduce this young man."

The spokesman for the teen's family Skip Mongo said. "This is another text message scandal and this involves at the time a 17-year-old kid, now 18-year old kid. So in my opinion, this text message scandal... it puts the Kwame Kilpatrick and Christine Beatty between two consenting adults, it puts that to shame."

When asked if the emergency manager's office had heard from Charles Pugh, EM spokesman Bill Nowling said, "We have not heard from him since we talked with him on Tuesday. The deadline for yesterday came and passed without any notice from him. So the emergency manager moved forward with his plan to draft an order that would remove the pay and benefits for council member Pugh and also his power as president."
