Detroit City Council President Charles Pugh is accused of having an inappropriate relationship with a teenage boy that he was mentoring.

The teenager's mother is filing a lawsuit against Pugh, the City of Detroit and the Detroit Public Schools.

She alleges that Pugh gave her son gifts and money and took him out of school without her permission.

Pugh runs a mentoring program at the Frederick Douglass Academy for Young Men. That is how Pugh and the teen met.

Attorneys for the mother say it went beyond what a teacher-student relationship consists of.

"It's another scandal, another text message scandal. This scandal, by comparison, in my opinion, to the Kwame Kilpatrick scandal, this shames that," Skip Mongo, the spokesman for the teen's family, told Fox 2's Charlie LeDuff, adding that the texts were "extremely inappropriate."

"It's just inappropriate behavior. It's something that you don't expect to read or a mother certainly doesn't expect to pick up a phone and read messages coming from her son's teacher, to her son, to her high school son."

So far, a criminal complaint has not been filed by the teen's mother. She was concerned that given Pugh's political position, the matter would be swept under the rug unless she first contacted a lawyer and made the case public.

We caught up with Pugh last Friday and asked him whether allegations that he was having an inappropriate relationship with this teen were true. He said, "No, that's crazy."

So far, there has been no comment from Pugh.
