The first act of Kevyn Orr, Detroit's emergency manager, was to restore the salaries of the mayor and the City Council.

Hush-up money.  Go sit in the corner and be quiet money.  Shut up or I'll fire you money.  And it seems to be working.  Not a word from the city's elected leaders so far.  It's almost like nothing has changed.

But who is running the city while the EM slogs through the quagmire of fiscal molasses?  Orr's spokesman says the law assumes the city is a functioning entity and will operate as is until further notice.

Big assumption.  I don't know if the people can wait.

Consider the past week: The city rationed police officers in an effort to save money so there would be enough cops to safely host Opening Day for the Detroit Tigers.  Somebody tell that to the old woman locked in her home.

Two officers were shot trying to arrest a man wanted for murder.  One officer fights for his life.  We send prayers to this underpaid, under appreciated law enforcement officer.  But for whom exactly?  We still have not officially been given his name or the particulars of the shooting.  No city I know of darks out information like that.  It's not democratic, nor healthy.  Think Pat Tillman here.

There were 75 homicides in Motown through March.  The chances of getting away with murder so far this year?

Three out of four.

The city sent a letter to the sergeants and lieutenants' union saying they will no longer attend contract negotiations.  The consequence?  As many as 300 of the best and most seasoned crime fighters the city has may retire come June 30, the end of their current contract.

Unbelievably, the day before the emergency manager took power last week, this communiqué from Chester Logan was sent to the precinct bosses:

"All Department correspondences addressed both to and on behalf of the Chief of Police shall no longer include "Interim" in the name block."

Unknown to the citizens, the police officers and even the emergency manager himself, Interim Chief Logan -- as he has been called for the past five months since Chief Ralph Godbee was bounced from office -- was quietly conferred full chieftain status.

What gives? The mayor's spokesman -- himself still paid in full -- sent this statement.

"Chief Logan is the police chief until such time, through the Charter process, another Chief of Police is selected.  Therefore, the mayor chose to remove "interim" from Chief Logan's title.  Although Chief Logan is performing the duties of Detroit's Chief of Police, his salary (which is $110,161 per year) remains unchanged."

Great work.

Thankfully, Orr okayed a contract this week to pay a headhunting firm to find the city a new, permanent and hopefully competent chief of police.  But in the meantime, the city is on the hook for fresh stationery for the lame duck chief of police.
