NYPD installs new chief of department

The New York Police Department has a new chief.

Philip Banks III, previously the chief of community affairs, was promoted Thursday to chief of department, which is the NYPD's highest-ranking uniformed officer and third in command.

Banks replaces Joseph Esposito, who retired Wednesday after a 40-year career with the NYPD, the last dozen as chief of department.

"Phil Banks has proven himself time and again to be as outstanding a field commander, adept in managing police personnel and operations, as he has a consummate builder of community relations whose robust School Safety and Juvenile Justice Divisions, as well as New-Immigrant Outreach and Crime Prevention programs, flourished under his command," Commissioner Raymond Kelly said in a statement.

Banks, 50, joined the NYPD in 1986. In his long career, he has served in several precincts and with many units, including the Harbor Unit, School Safety Division Investigations Unit, Patrol Borough Manhattan North, and Patrol Borough Brooklyn South, according to a news release.

Banks was born in Crown Heights, Brooklyn, and currently lives in St. Albans, Queens, with his wife of two dozen years, Vonda. They have three children.

Banks is the 37th chief of department, or equivalent, the NYPD said.
