PHOENIX -

A big twist in the border battle.  Earlier this week, we heard how the Department of Homeland Security was releasing hundreds of illegal immigrants in advance of the budget sequester.

The Associated Press has learned that not hundreds, but more than 2,000 illegal immigrants facing deportation have been released.

The AP reports Arizona is one of four states where the immigrants have been released.

The White House has said it was not consulted about the releases and Homeland Security Secretary Janet Napolitano has acknowledged she regrets the manner in which the releases occurred.

Gov. Jan Brewer told FOX News Friday that she believes the administration purposely targeted Arizona for the releases.

"Well, you know I personally believe that it could be payback. It could be punish Arizona, make them squirm. You know they're pushing back on what were pushing on. Because we want our borders secured.  And we're strong about it. We believe in the rule of law, which states should be upholding and they're not," she said.

The White House has not commented on the higher number of immigrants released.

Immigration and Customs Enforcement officials said the number of immigration detainees fluctuate daily, but reiterated only several hundred illegal immigrants have been released.
