(DETROIT - WJBK) Is it necessary for police to be present in order to have enough police presence to prevent crime?

Perhaps.

What about parking a police car in front of a building to make it appear there is police presence?

That might work.

What if the car wasn't moved and was covered in snow for hours or days?
