Breathing new life into Belle Isle?

You may have heard about this idea.  A plan to get private investors to buy Belle Isle from the City of Detroit for one billion dollars.

The idea is to turn Belle Isle into its own city... state... a commonwealth, with its own laws, its own police force, and its own money.

Under the proposal, you would have to pay more than $300,000 just to become a citizen of the new Belle Isle.

But first, you need a good credit rating and no criminal record.
