Governor Andrew Cuomo says he's "optimistic" that Congress will act quickly to provides tens of billions of dollars to help his state recover from Superstorm Sandy.
But optimism might not be reality, says Erik Enquist of Crain's New York Business:
"There is no way they can get $79B between the two states. FEMA is already required to supply a certain amount of money. Congress would have to appropriate the rest and Congress is not in a spending mood. This anti-spending mood has been pervasive in Congress for some time now. The key here is offsets. Is it just going to be money or are they taking out money from some other part of the budget to make up for what New York gets," Enquist told Good Day NY on Tuesday.
