PHOENIX (AP) - A senior adviser to Gov. Jan Brewer says important questions remain unanswered as Arizona considers whether to run an online marketplace for subsidized private health insurance.

The health exchange is a key part of implementing the federal health law's goal of providing coverage for more people. At issue now is whether the state or the federal governor runs the exchange.

The federal government on Tuesday proposed rules on benefits, pre-existing conditions and wellness coverage, but Brewer health policy adviser Don Hughes says more information is needed.

He says unanswered questions include what responsibilities would be imposed on states if the federal government run exchanges. Another is whether Washington will deliver planned systems for determining eligibility for coverage or subsidies.

States now face a mid-December deadline to declare their exchange decisions.
