PHOENIX (AP) - The Arizona House's top Democrat says he will introduce legislation to create a bipartisan election reform study committee.

House Minority Leader Chad Campbell cites the increasing number of provisional ballots and what the Phoenix Democrat calls irregularities in the election system.

Campbell says his legislation would create a study committee consisting of legislators, election officials and a representative of Secretary of State Ken Bennett's office.

Campbell says the committee would investigate past elections and submit a report identifying problems and possible corrections.
