PHOENIX (AP) - With counting of votes cast in the Nov. 6 election finally near completion two weeks later, Secretary of State Ken Bennett is defending Arizona's election system even as he talks about making a thorough review aimed at making improvements.

Bennett says he wants to consider expanding use of regional voting centers in counties to allow for Election Day processing of the many early ballots now dropped off at polling places.

But Bennett says the overall system is working as intended by providing convenience for voters and accuracy in the counting.

Along with hundreds of thousands of early ballots submitted on or right before Election Day, provisional ballots also are a factor in counting delays.

Bennett says four out of five provisional ballots cast Nov. 6 were validated and counted.
