Victim Of Deadly Oxford Circle Crash Was Chef At Local Casino

Family members remembered 35-year-old Chinese immigrant Liang Pan as "a great guy" after he was killed early Tuesday morning along with a co-worker in a horrific crash at Bustleton Avenue and Saint Vincent Street in Oxford Circle.

Relatives told FOX 29 that Pan was a husband and a father with another baby on the way

"They just had their first child this year and then she's also pregnant right now, four months pregnant," said Pauline Lui, the victim's cousin. "He was the only source of income for the family."

His cousin says Pan was a chef at a local casino and he and his co-worker were headed home for the night when their Honda Accord was t-boned by a GMC Yukon just after midnight.

The impact was so severe, rescue crews didn't even remove the bodies from the car.

"We lost someone very important in our big family," Lui said. It's just devastating for everyone."

Several relatives came to the accident scene, as police arrested the driver of the SUV, 33-year-old Robert Bregenzer Jr. Police say he ran the red light at the intersection and was under the influence of drugs or alcohol.

"He's gone. Everything else just doesn't matter," Lui added.

No one answered the door at Bregenzer's home. He's been booked on homicide by vehicle and involuntary manslaughter charges.

"We found pills, we also found a syringe, so we found several types of narcotics on his possession," said Philadelphia Police Inspector Scott Small.

Pan's neighborhood was shaken by the news of his death.

"Even the little kids in our family. You know he has impact on even the little kids."
