Driver Faces Involuntary Manslaughter Charge In Fatal Oxford Circle Crash

PHILADELPHIA -

A driver involved in a crash that killed two people Tuesday morning faces Involuntary Manslaughter, Homicide by Vehicle and other related charges, police said.

Two died in the crash in Oxford Circle at Bustleton Avenue and Saint Vincent Street just after midnight.

Police say 33-year-old Robert Bregenzer was driving an SUV when it blew through a red light, hitting a Honda Accord with two people inside.

The driver of the Accord was identified by police as Liang Pan. The passenger's identification is still unknown. Police say both were pronounced dead at the scene.

The driver of a third car was injured and taken to the hospital.

Police say the man who ran the light appeared to be under the influence of drugs. He has been arrested and remains in custody. Police said a pocket full of pills and a syringe were found in the man's possession.

Emergency responders not only couldn't immediately identify the sex of the two people killed in the horrific crash early Tuesday morning but they couldn't remove the bodies from the car until it was taken away from the scene.
