Second arrest in Fed Reserve terror plot

A law enforcement official says a bomb plot investigation at the Federal Reserve Bank led to the arrest of a San Diego man on child porn charges.

Howard Willie Carter II was arraigned Thursday in federal court in San Diego on three counts of child pornography. He pleaded not guilty.

The law enforcement official says investigators discovered child porn on Carter's computer after he communicated online with the Bangladeshi student accused of trying to bomb the Federal Reserve building in New York City.

The official was not authorized to speak publicly and spoke on condition of anonymity.

Carter wasn't charged in the bomb plot, but he's listed as an unnamed co-conspirator in the federal complaint against Quazi Mohammad Rezwanul Ahsan Nafis.

Meanwhile, conflicting images have emerged of Nafis.

Friends say Nafis, 21, often remarked that true Muslims don't believe in violence. And his parents say he came to America to study, not carry out an attack. But federal officials say Nafis was bent on jihad and was willing to become a martyr for the cause.

Nafis, who at the time of his arrest Wednesday was working as a busboy at a restaurant in Manhattan, has been jailed without bail. His attorney has not commented on the case.
