Chelsea Market in Manhattan was once the headquarters of the Nabisco Biscuit Company. It looks like a warehouse but inside is a bustling popular array of shops and office space.
Now the City Planning Commission has unanimously approved changing city zoning rules to let the owners expand the block long warehouse and put an office tower above the market.
Most residents of Chelsea are opposed to the plan.
