The NYPD on Monday arrested a Bronx man believed to have repeatedly kicked a dog in Harlem last week.
Authorities charged Brian Freeman, 28, with torturing and injury to an animal, the police said.
Back on August 26, security camera video in the Wagner Houses on East 120th Street in Harlem captured footage of a man kicking and hitting a small dog inside an elevator.
