A 23-year-old soldier from Oswego, N.Y., died in Afghanistan on September 2, the Department of Defense announced.

Specialist Kyle Rookey died Sunday in Jalalabad in a non-combat related incident in Jalalabad. The Pentagon did not release any further details.

Gov. Andrew Cuomo has ordered state and U.S. flags to be flown at half-staff on September 7 in Rookey's honor.

"On behalf of all New Yorkers, I extend my condolences to the friends, family and fellow soldiers of Specialist Rookey," Cuomo said in a statement. "We will mourn his death, but we will remember his service to our nation with pride."
