The National Transportation and Safety Board says a small plane that crashed into a residential neighborhood on Long Island was "slow" and "anemic" on takeoff.

The NTSB preliminary report posted Saturday said witnesses noticed an unusually long and slow takeoff by the Socata TB10 plane. The pilot and a passenger were killed and third person was severely injured in the August 19 crash.

Witnesses claim that after the single-engine plane departed and disappeared a large smoke plume appeared out of the trees near the airport.

The plane crashed with trees and a large trash bin in the residential area of North Shirley. Neighbors attempted to put out the flames with a garden hose.
