State of emergency declared for part of New York

Gov. Andrew Cuomo declared a state of emergency for Chemung County Thursday evening after powerful thunderstorms, including a possible tornado, slammed the area and caused severe damage, his office said.

The declaration makes it easier for state officials to coordinate disaster response with local municipalities and the county.

The storms dumped one-inch-diameter hail on the Southern Tier part of the state and kicked up winds in excess of 60 mph, the governor's official said.

The weather caused widespread power outages, damage to homes, businesses, public and private property, and damaged and downed thousands of trees.

Officials in Elmira said a possible tornado touched down.

"New York State will continue to respond as quickly as possible to the severe weather moving across the state and do whatever is needed to protect New Yorkers," Cuomo said. "Additional disaster declarations will be issued as needed."
A state of emergency gives the governor the authority, if necessary, to suspend statutes, rules and regulations that would slow down response and recovery activities.
