Permit given for Upper East Side waste station

The U.S. Army Corps of Engineers has issued the final regulatory approval to New York City to build a waste transfer station in Manhattan. 

The facility would be built on East 91st Street along the East River. 

Cas Holloway, the Deputy Mayor for Operations says the station will help double the city's recycling rate and it will also mean each borough will have a waste transfer station. 

Opponents say the project doesn't belong in their neighborhood and a nearby station that closed in 1999 plagued residents with odors, vermin and pollutants. 

The city hopes to break ground on the station this year.
