The New York City Rent Guidelines Board voted on rent increases for stabilized apartments after listening to heated comments from landlords and tenants.

The board settled on a 2-percent hike on one-year leases and a 4-percent hike on two-year leases on about 1 million units across the city.

The increases will apply to leases that are signed on and after Oct. 1, 2012.

The public hearing and vote took place at Cooper Union's Great Hall in the East Village.

As always, many members of the public angrily sounded off on why they supported or opposed rent hikes.
