NEW YORK (AP) -

The number of low-level marijuana arrests in New York City has dropped sharply following a NYPD order to issue only a summons for the offense. 

The Wall Street Journal reports 27,492 arrests for public possession of a small amount of marijuana between Oct. 1 and May 31.

That's 24.4 percent fewer than the eight preceding months.

The Journal, citing police statistics, says there were 36,370 such arrests from Jan. 1, 2011 to Aug. 31.

Commissioner Raymond Kelly issued the order Sept. 19.  

 This week, Gov. Andrew Cuomo proposed cutting the penalty for public possession of a small amount of marijuana.
