Is Mike Duggan Going to Run For Mayor? And What About Bob?

Mike Duggan as the Great White Hope?

I wouldn't bet my money on it.

The balloon was floated this week that Duggan is considering running for mayor of Detroit. It is important to say Duggan is white and from Livonia.

That's two strikes against him right there.

But Duggan – CEO of the Detroit Medical Center -- began moving into his Palmer Woods home this week, so that takes care of the Detroit residency requirement and the carpetbagger tag.

And it is true Duggan's been holding meetings with political players and making oblique references about the big chair in city hall.

But it could be the old political rope-a-dope. People in the kitchen tell me Duggan may actually be looking at the Wayne County executive's seat.

It makes sense. Duggan, the hatchet man for the late Wayne County Executive Ed McNamara, is not the sort of politico who would enjoy the role of neutered figurehead operating under a consent decree.

Part of the Detroit consent decree will surely mean a commingling of city and county resources, with the county handling a hefty portion of public safety and health responsibilities. That makes the mayor weak and the county executive a czar.

So why move to Detroit if he's looking countyside and doesn't need to live in Motown? The thinking goes, Duggan controls the suburban vote but doesn't have a base of support in the black city and can't buy it, since the black machine collapsed under the malfeasance of Kwame Kilpatrick.

The ironic sidebar here is that the Kilpatrick Detroit dynasty was born from the McNamara Livonia machine.

So Duggan's blueprint might look something like this: spend time in the city, make friends, ward off county challengers with mayoral double-talk and the only thing standing in Duggan's way come 2014 is Bob Ficano ... if Bob Ficano's not on a boat to Alcatraz before then

Speaking of Bob. Ficano blew up this week when I asked him about the questionable property taxes he's been paying on his late mother's home in Livonia where he lives.  (FULL STORY)

It appears he's not paying his fair share, a disgraceful revelation considering the financial state of the county's finances.

Bob pointed an accusatory finger at me, he stomped his feet. He reminded me of Rumpelstiltskin.

The FBI probe is obviously getting to him. So why not cut his losses and leave?

First, he has nothing to bargain with. Bob's got to wait to see if the feds hit him with charges. If they do, once he sees what they have, he can make a better deal for himself.

Second, I'm told Bob doesn't think the feds can pin anything to him. That's not to say there isn't anything there but rather Bob's people are telling him the Detroit branch of the FBI is too embroiled in the Kilpatrick case to pay the proper attention to Bob.

I wouldn't bet my money on it.
