         <description>&lt;p&gt;A Nor'easter is making its way up the east coast. A 
&lt;a href="http://www.myfoxny.com/subindex/weather/severe_weather"
target="_blank"&gt;Coastal Flood Warning and Wind Advisory&lt;/a&gt; are in
effect for portions of the Tri-State Region. Towns in New Jersey
and on Long Island are experiencing severe flooding. Expect wind
gusts of up to 40 mph. A state of emergency is in effect for Cape
May County.&lt;/p&gt;
