More than three weeks of nothing in the state Senate in Albany -- and yet the lawmakers these guys still get paid. But now state Comptroller Tom DiNapoli says that will change.

In a statement, DiNapoli says he is moving to withhold senators' salaries -- for now. They could get the checks later on. DiNapoli will go to court to see he can legally do it.

Gov. David Paterson has been blasting senators on a daily basis, but now it appears he will play a much larger role in negotiations. Thursday he played mediator to reps from both sides who met in his office. Each side gave the governor a plan to look at.

The Senate logjam has left local governments worried about service cuts and layoffs. New York City Mayor Mike Bloomberg says Senate inaction will cost the state $60 million a month.

Suffolk County Executive Steve Levy also fears what will happen next, so he too is taking the case to court.
