NY Governor David Paterson is using his executive powers to take $1.6B to pay the state's bills for December.
This comes as the legislature begins the fourth week of a special session to deal with the $3.2B budget deficit.
NY Post Columnist Fred Dicker says the move by Paterson may be too little too late.
"He has these powers... why did it take him so long? It's really a stalemate and a very sad situation. He could have saved money if he had acted earlier."
Even with the emergency spending, another $1.5B is needed to balance the budget.
