UNEMPLOYMENT BENEFITS: There is concern that unemployment benefits for more than a million people could run-out in January. The National Employment Law Project, a non-profit group, says Congress needs to act quickly and extend federal emergency aid to stop this from happening. Earlier this month, Congress extended unemployment coverage for the fourth time since the recession began. If the program isn't renewed, after January 1, recipients who have used up their 26- weeks of state benefits won't get any extra coverage.

The bagel shop owner allegedly pocketed more than $369,000 in income and other taxes he withheld from employees' paychecks. The Manhattan district attorney says Toro then set up shell companies to cheat the unemployment insurance tax system out of another $33,000. Toro pleaded not guilty to charges. He could face up to 15 years in prison and hundreds of thousands of dollars in fines if convicted.

will take official proposals in January.
